A band D home in Fleet pays £2,423.08 in council tax in 2026/27. In Hartley Wintney the same band pays £2,499.69. In Mattingley it pays £2,335.82.

The gap between the cheapest and dearest parish in Hart is £163.87 a year at band D, and none of it is decided by Hart District Council. It is entirely down to which parish or town council you live under.

Hart publishes the full table, but only as a PDF linked from its charges page. The table on the web page itself stops at the four main precepts and leaves the parish out, so it does not tell you what you actually pay. Every figure below is taken from Council tax bands inclusive of precepts 2026/27 and checked on 31 August 2026.

Council tax in Fleet: what each band pays in 2026/27

These are the figures for an address inside Fleet Town Council’s area. They come from the same Hart table, with the monthly cost worked out on Hart’s default of 10 monthly instalments and on 12, which you can ask for. Real instalments are rounded, so the first one on your bill may differ by a few pence.

A single adult living alone takes 25% off those figures, so a band D bill falls to £1,817.31.

Check which parish you are actually in. Plenty of homes with a Fleet postal address sit in a different parish with its own charge. Church Crookham pays £2,350.71 at band D, £72.37 less than Fleet, and Elvetham Heath pays £2,367.72, £55.36 less. Crookham Village is £2,391.65. Paying council tax in Fleet

Fleet Town Council does not send a bill. Hart District Council collects the lot, from its Civic Offices on Harlington Way, and passes the town council’s share on. What Hart’s own pages say, checked on 2 October 2026:

  • Instalments: 10 a month by default. To spread the year over 12, write to the Council Tax team by post or at hart.counciltax@secure.capita.co.uk.
  • Direct Debit: taken on the 1st or the 15th of the month, your choice. You need your council tax account number, which starts with a 6.
  • Online: register for a council tax account to see your balance and instalments, pay by card, or switch to e-billing.
  • Phone: 01252 622122, 8.30am to 5pm Monday to Thursday and 8.30am to 4.30pm on Friday. Since December 2024 the front desk at the Civic Offices cannot look up council tax accounts, so ring or email instead of calling in.
  • Miss an instalment and you get a reminder; keep missing them and you can lose the right to pay monthly, with the rest of the year’s bill due at once.

The council that sends the bill takes the smallest share of it. Hart District Council keeps £210.20 of a £2,423.08 Fleet band D bill, which is 8.7%. Hampshire County Council takes 69.8%.

What changed this year, parish by parish

This is the part that decides whether your bill went up more than your neighbour’s. The parish share is the only part of a Hart bill that varies, and it moved very differently across the district.

Eversley Parish Council raised its precept from £87,603 to £135,785, a rise of 55%. It is by far the largest increase in Hart, and it takes Eversley to the second highest band D bill in the district. Parish precepts are not capped by the referendum rules that limit district and county rises, so a parish can do this in a single year.

Hartley Wintney Parish Council raised its precept from £504,056 to £594,786, and now charges the highest parish share in Hart at £216.08 at band D. Rotherwick’s went from £34,711 to £41,000.

Bramshill is the only parish where the charge fell. Its precept was frozen at £1,750, and because the parish’s tax base grew from 113.97 to 126.17 properties, the cost per household dropped. Bramshill’s parish share is £13.87 a year, which is less than a tenth of Eversley’s.

Fleet Town Council collects the largest sum in the district at £1,537,194, but spreads it across 11,021 band D equivalent properties, so its per-household charge is mid-table.

Bands are set by the Valuation Office Agency on what a property was worth on 1 April 1991, not what it is worth now.

Challenging your band

Two different routes exist, and people mix them up.

A band challenge goes to the VOA, not the council, at gov.uk/challenge-council-tax-band. The VOA will normally only reopen a band if the property has changed physically, or if you have moved in within the last six months.

A challenge to your bill goes to Hart first. Put it in writing, saying who you are, where you live and what you are appealing against. Hart then has two months to reply. If it rejects the appeal, or does not answer inside two months, you can take it to the Valuation Tribunal. The deadline is two months from Hart’s reply, or four months from your original appeal if there was no reply. Keep paying the original bill while the appeal runs. (Hart District Council, Appeals)

Discounts worth checking

  • Single person: 25% off, if you are the only adult in the property.
  • Students: a household where everyone is a full-time student pays nothing. A single non-student living with students gets 25% off. Anyone aged 18 or 19 still in full-time education is not counted.
  • Disabled band reduction: the bill drops to the band below, and a band A home moves to the AR rate in the table above. It applies where there is an extra room needed for a disabled resident, or a wheelchair is used indoors.
  • Carers: 25% off, if you live with the person you care for, give at least 35 hours a week on average, and they receive one of a list of disability benefits. A spouse, partner or child under 18 does not count.
  • Severe mental impairment, including dementia and severe learning difficulties, can remove someone from the count entirely.
  • Apprentices: 25% off, if they earn under £195 a week and are working towards a recognised qualification.
  • Annexes: 50% off, if used by a family member, a relative over 65 or a relative with a disability.
  • Care leavers aged 18 to 25 who were in Hampshire County Council’s care pay nothing until their 25th birthday. Hart tops up whatever other discounts apply to reach 100%.

Council Tax Support

Council Tax Support is means tested and open to homeowners as well as tenants, regardless of what the home is worth. Savings must be under £16,000. It is normally awarded from the Monday after you first make contact, so applying late costs you money.

Adults over 18 living with you who are not dependent on you reduce the award. Weekly deductions for 2026/27 are £5.20 where their gross weekly income is under £279, £10.60 from £279 to £484.99, £13.30 from £485 to £604.99 and £15.95 at £605 and above. There is no deduction for a non-dependant on Pension Credit, income related ESA or Universal Credit, or for anyone on Attendance Allowance, the care component of DLA or PIP, or registered blind. Empty properties

Hart’s council tax pages do not mention the empty homes premium at all. The only place it appears on the council’s website is its empty properties page, which says: “You can be charged a 150% Council Tax premium if your home has been empty for two years or more.” (Hart District Council, Empty properties)

The council’s Empty Homes Approach 2025 to 2030 describes the same thing more loosely, as a premium “for properties vacant for two years or more, with charges increasing over time”, without giving the steps. If you are close to the two-year point, ring Revenues on 01252 622122 rather than relying on either page.

What about 2028?

Hart was due to merge with Basingstoke and Deane and Rushmoor on 1 April 2028, forming North Hampshire Council, with Hampshire County Council abolished at the same time. On 7 September 2026 the government withdrew that decision. It is reviewing reorganisation with no end date, and Hart says its own work on the merger is paused. On current plans, Hart and Hampshire County Council both carry on sharing your bill, and elections in May 2027 go ahead on existing council boundaries. Parish and town councils were never part of the change, so the parish differences in the table above stay either way. How much is council tax in Fleet? For 2026/27, £2,423.08 a year at band D, £1,615.38 at band A and £4,846.16 at band H, inside the Fleet Town Council area.

Who do I pay council tax to in Fleet? Hart District Council, on 01252 622122. Fleet Town Council’s share is included in the Hart bill.

Why is my neighbour’s bill different? Either a different band, a discount, or a different parish: Church Crookham, Elvetham Heath and Crookham Village all have Fleet addresses and their own parish charges.

Is Fleet council tax going up because of the Hart merger? Not on current plans. The government withdrew the 2028 merger decision on 7 September 2026, as the section above explains.
